On December 22, 2015, a 55-year-old Assamese man, identified as Dinbashis Boro, was shot dead by unidentified assailants inside his rented house at Thangmeiband Thingel Maru under the Imphal Police Station in Imphal West District. An unnamed Police official associated with the investigation disclosed, "We are looking into the possibility of some militant group being responsible for killing the businessman for not paying as demanded by them. We learnt that the victim had paid some militant groups once or twice in the past. We are looking into all angles."

Sehkholen, a leader of a breakaway faction of the Kuki National Front-Presidential (KNF-P) and one of his associates are reported to have been killed in an inter-factional gunfight at a secluded location between Leikot and Phaijang villages under Saparmeina Police Station in the Senapati District of Manipur on November 21, 2015.

Communist Party of India-Maoist (CPI-Maoist) cadres killed a Sarpanch (village level local self- government institution head) Jayaram Khara at Badapadar in Malkangiri District on December 25, 2015. 10 Maoists barged into the house of the Sarpanch, killed him and escaped. It is suspected that he was killed as a suspected ‘Police informer’.

Two major terrorist attacks – the assault on the Indian Air Force (IAF) Base at Pathankot through January 2, 2016, and January 3, 2016; and the strike at the Dinanagar Police Station in adjacent Gurdaspur on July 27, 2015 – have not only exposed tremendous vulnerabilities in Punjab, but gaping holes in national Counter Terrorism (CT) response protocols, capacities and capabilities. The Pathankot incident is particularly worrisome, providing an index of the extraordinary weakness in the protection of the country’s critical strategic assets.
